The Town's Pavement Management Program strives to make the most effective use of our resources to preserve and upgrade the overall condition of our streets.

Danville’s Pavement Management Program is a strategic, multi-year plan used to assess and maintain the Town’s roadway network in a cost-effective manner. It involves collecting and analyzing pavement data, prioritizing maintenance and repairs based on road conditions, and allocating resources accordingly. The goal is to ensure roads are safe, durable, and well-maintained over their lifespan. A proactive approach to pavement maintenance prevents more costly pavement repairs in the future.

The Town uses Metropolitan Transportation Commission (MTC) software to track pavement conditions and maintenance history for all public streets. This system generates a Pavement Condition Index (PCI), which rates roads on a scale from 0 to 100, where new streets begin at 100 and scores decline with age and wear. Each year, the Town performs pavement maintenance based on available funding. Streets are selected for treatment based on PCI scores, location, and the type of repair needed. Common maintenance treatments include:

  • Slurry Seal: A thin layer of asphalt mixed with sand or rock chips
  • Rubberized Cape Seal: A two-step process combining chip seal and slurry
  • Asphalt Overlay: A 1–4 inch layer of hot asphalt applied to the surface

Currently, the Town's streets have an overall network PCI rating of 78, which is considered a "Good to Excellent" condition rating.

To maximize efficiency and cost savings, streets requiring similar treatments are grouped together in projects. The Town Council’s goal is to maintain an average PCI of 70 with an annual investment of approximately 6.6 million dollars.

    The 2025/26 Pavement Slurry Seal Project (CIP No. C-610J) will apply slurry seal surface treatment to various streets throughout the Town. Slurry seal is a cost-effective preventative maintenance technique designed to extend the life of existing pavements by filling surface cracks and voids, providing a weather-tight seal, and adding texture and uniform appearance to the street. A slurry seal will extend pavement life by approximately five to seven years.

    Public notices were mailed out to all affected residences 10 days in advance of construction work beginning in June. These notices contain the scope of work, scheduling of the work, and contact information for the contractor’s superintendent. Additionally, parking restriction A-frame signs are placed 72 hours in advance of any work starting in each area. These signs detail the exact date and time that the area will be resurfaced.

    Construction began at the end of June 2026 with crack sealing and dig-out repairs. Slurry seal resurfacing work began the third week of July in the east end of Town in the Lawrence Road area. The slurry seal portion of the project is expected to last four weeks and will be followed with traffic striping and pavement marking replacement. Overall project completion is anticipated by the second week of August 2026.
